If I remember correctly with TS they have servers set up that you can purchase space on for a monthly fee. Everyone you want then connects to it and thats about it, you can just chat with everyone you want to who's on the server with you.
Was there anything particular you were wondering about though? I generally use Ventrilo, but their fairly similar.

TS isnt very userfriendly. Theres a crap load of other programs out there if you wanna give it a shot, such as Skype. And yeah, using Team Speak is like connecting to a server, as you would to play a game like Counter-Strike.

I perfer TS over Vent any day. Vent has such limited options, you have no idea who comes or goes, the messenging bit sucks and their option screen has terms that even I don't understand.
Teamspeak for teh win here.
I use to run a server off of my computer, which I can do again now that my cable modem disconnection at random times problem is fixed. =)
If people are interested in using it as a meeting place, give me a shout. (And no, you do NOT have to pay to use their server client software if your using it for a non-profit usage. Thus why they have their free version. =) )
And TS is very user friendly in my option. Its much more straight forward then other programs with GOOD features.

No, Vent and Teamspeak are different. You can't join a Vent server using Teamspeak. Different programs / software.
If you want someone from some random hosting web domain to run the teamspeak server for you as a deicated box, then yes, it would cost, but I find it would be much easier to find someone with a spare box and host it off of that.
I've been gathering up parts for one myself to just host servers and voice chat programs off of, and I figure I'll just buy a used system thats a couple years old instead and save myself the time. It will be a free service for as much as my connection can handle (basically, if I can't play any games properly, then someons gonna get cut from the server).

Yes, they are different, but aim for the same goal. I've been using Vent only because a clan I've been hanging out with has been using it. I have to say, I HATE it since theres no server messages. Its such crap. =\

I'm a little confused, what are you referring to when you say server messages?
EDIT: I would suggest getting a headset, using a standalone mic can be very annoying. I use a Logitech Premium USB headset. Fairly nice, good quality of sound even for listening to music, but just for voice chat it almost doesn't matter at all what type you use. If you play a lot just make sure it feels comfortable

An example of server messages would be:
Teamspeak:
On the bottom they have that nice little area for chat messages and notifications of people who have left or joined the server since you have been online. I find it EXTREAMLY useful to know this so I have an idea of when people are around. I idle 24/7 in most chat servers (if they have a 'Void' area or not) and there are always a few people I'm looking for. Its helpful to know they were online at a certain time.
Other things are the easier to use command menu and 'click on user preferences' menu. The admin setup is so much easier and the web-based version is just as easy as the options.
Its just personal selection here, I find Vent doesn't have as many useful features and like I said, if some of the options in their menu confuse me, more computer illiderate folks will have a harder time IMHO.

I like the Ts layout a lot, but vent seems to have better sound quality in my experience.
Our Ts server is free so maybe we got a downgraded version. :/
Vent also has lots of awesome binding capabilities like talking to only one user no matter what channel they are in on that server.
